While I'm not certain if this is a phenomenon restricted to low-level characters, I'm passing it on for reference.

A couple of days ago, a low level character of mine reported in to Hugo Redding in Steel Canyon (you may know him as one of the contacts who gives the Spelunker badge mission, which counts for the Atlas Medallion accolade).  Hugo introduced my character to a new contact...Dr. Yu, who was to 'teach her about the invention system.'

Only one problem: Dr. Yu doesn't show up on your contacts, and you can't find him anywhere. 

According to GM Alura (who responded to my bug notice), this *is* a bug.  Dr. Yu doesn't yet exist.  She says the only workaround to this is to (and I quote) "continue doing Safeguard missions until you get another contact".

I am not certain, however, if she simply meant missions to another contact, or specifically Safeguard missions.  I'll test it out, check the boards and give you more information as I get it.  However, this is just a head's up in case you were as confused as I was.

If you have any experience with this or have found a definite workaround, please comment.

Addition to Bug Re: Invention Contact/Safeguard Missions- Contacts In General

It is a definite: Run a safeguard mission to get an additional contact from the detective assigning you the scanner missions.

However, if you already have the five allowable city contacts, you will not get another contact.  If you don’t, you will.
