Characters below level 3 are not be able to use either the Pocket D teleporter or the Vet Rewards Base Teleporter.  Both of those functions activate when the character reaches level 3.

Per the GM who responded to my question about this issue, this is because people were electing to take the Outbreak or Breakout tutorials, then teleporting out of the area before the tutorial was completed, which apparently caused some significant character corruption problems to occur.
